NO REDUCTION IN RETIREMENT AGE

There is no proposal under consideration of Government to reduce the retirement age from 60 to 58 years for its employees.
The retirement age for Central Government employees was revised from 58 to 60 years in 1997 on the basis of recommendations of the 5th Central Pay Commission.
The Centre’s total wages and salaries bill for its employees for the year 2010-11, 2011-12 and 2012-13 is Rs. 85,963.50 crore, Rs. 92,264.88 crore and Rs. 1,04,759.71 crore, respectively.
This was stated by the Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh in a written reply to Sardar Sukhdev Singh Dhindsa, Dr. T Subbarami Reddy and Smt. Ambika Soni in Rajya Sabha, today.

Supervisor & Staff of SBCO,
At the outset I on behalf of
our Organization express warm greetings and best wishes. At the same time I
believe that you will devote a few moments for our common interest. First we
congratulation ! and welcome to all newly recruited PA( SBCO ) to our Big
Postal family and also convey my heartiest greetings on behalf of our
Association.
Initially,
there was some confusion amongst a section of SBCO employees in some circles to
get membership of our newly organization. But now we happy to mention that
within a very short period this confusion vanished and we achieved tremendous /
encouraging support in most of the Circle. Actually we have able to convince
our rank and file that unless we come under the big Umbrella of mighty
Federation like “National Federation of Postal Employees ( NFPE )” it will be
impossible to save our Department including SBCO and to achieve our Financial
demands in 7th CPC. You will be glad to learn that NFPE is
functioning under Central Govt. Confederation
which is pursuing continuously with Govt. of India for favorable judgment from
7th CPC.
We
are sure that as a sensitive and responsible colleague you will feel our pulse
and come up with co-operative mind to get membership of our beloved
organization i.e All India Postal SBCO

AIPSBCOEA (CHQ ) News
DIAMOND
JUBILEE OF NFPE & simultaneously CWC meeting at AIPSBCOEA was held on
23.11.2014 & 24.11.2014 at Dwarka ( Gujrat ). The orders for special casual
leave to participants have already been issued by the Department vide No.
17/16/2014-SR dated 13.11.2014 ( copy enclosed ).
NFPE
conducted a Seminar on “India Post –
Challenges and Opportunities”. It was discussed by Sri S K. Sinha, Member Postal
Board ( HRD ). At the time of Question & Answers secession our Central
Leadership asked a question to our honorable Member ( HRD ). Question was what will be the roll of SBCO
after implementation of CBS System?
Member ( HRD ) Answer : I have no information about this matter.

you all are aware that All India Conference of our Association, will be held in
Kerala Circle at Thekkady near to tourist spot Munnar on 14.3.2015 &
15.03.2015. Thekkady is in Idukki Distt. Call as God’s own Distt.

AIPSBCOEA West Bengal Circle : Our
Circle Conference will be held on 14th & 15th February’2014
at Auditorium Hall, Yogayog Bhawan,( 18th Floor ). All staff of SBCO
are being cordially requested to participate in our circle conference.

Negligence and Irregular recoveries from SBCO staff : It has also been noticed by the
Association that now a day’s several SBCO staff are punished / penalized by
imposing recoveries in the shape of contributory negligence. Such cases with
details / supporting documents may kindly brought to the notice of Circle
Union.

1. Why do we join Union ?
2. Why do we take membership of All
India Postal
S B C O Employees Association under
the banner of NFPE Union?
With
the evolution of society and growth in social needs there is a sharp
development in industrialization. It involves use of modern technology and
employment of large number of workers. As large numbers of people are involved,
it becomes necessary to safe guard the interest of the workers. They need to be
organized to fulfil their demands in respect of salary, welfare and social
security. Because there is injustice, discrimination on the part of ruling
class, which we may not overcome individually. There comes the concept of
`Union’.
So,
union is the long-term association of workers to advance and protect the
interest of members of the union in the working relationship. According to
Flippo “A labor union or a trade union is an organization of workers formed to
protect, promote and improve through collective action, the social, economic
and political interest of its members.”
Sri
Babu Tarapada, pioneer of P & T movement, told that “ Workers are not the
beggars’. He also taught us, ‘ if you want to have real wage for your work,
good working atmosphere and relation from administration, get united’. Our Late
lamented leaders like K. G. Bose, Com K. Adhinarayana also taught us that to
protect the interests of working class, a good, pragmatic, united and
disciplined organization is required.
Whenever
any employee joins a union, he/ she has
some expectations in his/ her mind. He/
she may join the union for the following
reasons:-
· Economic benefits: When any employee joins an
organization the main interest is the salary or wage. Everyone expects good
salary, at least inconsistent with his labour. But any single individual has
very little bargaining capacity as compared to the huge power of the
management. He thinks, if he joins the union, union will fight for the economic
interest of the employee as the union has great bargaining capacity to get its
demands accepted by the management. But the union has also its own
limitations. It can bargain on the
genuine ground according to the prevailing rules. It can spread its activates,
network only when the organization is economically sound.
· Platform for
self-expression: At the primitive days of
industrialization, lives of the workers were like slaves with keen/ individual/
unorganized any voice against the tyranny of the management. They used to live
at the mercy of the management. They couldn’t raise their voice against un-hygienic
working conditions, hard work, low wage, long and inconvenient hours of working
etc. Self-expression and individuality were totally prohibited. But the desire
for self-expression is a fundamental drive which can’t be ignored. By joining
the union the employees get a platform for self-expression. The union provides
the mechanism through which employees can make their voice heard by the top
management. Union serves as the communicating
device between the employees and the management. Sometimes due to low
perspective and narrow-mindedness, some can’t understand the long-term views
taken by the organization in the context of overall growth of the organization
and employees. Anything which does not result in immediate reward becomes
unattractive to them. This attitude results in the difference in views and
conflict in union. One thing we should keep in mind that union is by the
employees, for the employees and of the employees. So to be in union, one
should go beyond oneself. Rather as an organization
like NFPE has some ethics, ideology and discipline so being a member of such
organization one can improve his / her standard of thinking and achieve art of
living as a social being.
· Check-bar on
arbitrary action of the management: The employees join the union to fight against the
arbitrary action of the management. It works like a brake to the monopoly of
the management. Employees expect a just and fare dealing from the management on
the basis of the prevailing rules and regulations. Union
serves a checkmate when management goes beyond the prevailing rules and take
action against the employees which is irrational, unlawful or
discriminatory. Thus union safe- guards the interest of the employees.
· Security : The employees join union because they think that at the
time of need the union will stand by them. They can get the protection from
hazards and economic insecurities at the time of illness, accidents,
unemployment etc. For example, trade union ensures compensation to the injured
workers under the Workman’s Compensation Act 1923, secures the retirement
benefits under Gratuity Act 1972 and PF Act 1952, employees’ health, social
security, payment of wage, bonus, insurance, maternity benefit etc. and other
welfare measures by compelling the management to abide by these. With the
union, employees feel safe and secure both mentally and physically.
· Employee-employer
relationship: The employee may not have easy access to the
top management. But union is the proper machinery which maintains a sound
communication between the employer and the employee. Employees feel attached to
the organization by this. If the relation between the employer and employees is
good then industrial disputes, conflicts, strikes and lock-outs may be avoided.
· Sense of
participation: Sense of participation is also a fundamental desire
among the employees. They expect that their voice should be heard in making
decisions in the organization. This is known as the Workman’s Participation.
Being in the union, they can make their voice heard by the management in
matters affecting them and can also influence to take a correct decision.
· Sense of
belongingness: When any employee joins an organization the sense
of belongingness is developed inside him. He tries to feel that he is the
integral part of the organization. For that he may join the union. Because his
co-workers are with the union. He may have the feeling that if he will not join
the union he will be odd man out and can’t get any assistance at the time of
need. On the contrary, when he is in the union he feels that he is attached
with the organization and experiences a feel-good factor. He begins to think
that he has some importance in the organization and among the co-workers.
· Background factor: Some
who are born and brought up in the industrial area or in the organizational
background where the society members and members of the family are attached
with the union, join the union as a nature of practice. Here the past history
works. As a result, they think it obvious and natural enough to join
the union.
Though it is the mere truth that union is for the
safe-guard of the employees, we can’t use it as the weapon against the
management. If management strives for the long term benefit of the organization
which may sound unreal on the today’s back ground, then union also
has to think in that angle for the mutual benefit. We should aspire for the
long term benefits because our next generation may get the fruit out of it. We
have to make the union strong for the bright future. Always we have to keep in
mind that first we have to save / strengthen our establishment. And then only,
our organization will survive.
. National Federation of Postal Employee : the delight of the Department of Posts known for commitment & service before self, feel privileged to meet and greet the talented young blood inducted to the Department of Posts, with passion and sense of responsibility.
No doubt we have every reason to green with envy on your selection to this
prestigious Department as you are chosen being the cream among who contested
for selection . We know NFPE Union needs no introduction as it has
stamped its presence in the history of Indian trade union movement. NFPE is a
militant organization of about 5 lakhs postal employees. It is within
everybody’s knowledge that only the voice of NFPE peals like a trumpet – note,
from one end of India to the other, as it represents 70 TO 80% of the postal
community in each circle. The P&T trade union movement in India has
inherited a history of struggle and sacrifices right from the days of British
Raj. Eminent historian Irphan Habib told, study of history of Indian
Independence movement would not be completed unless one consider the movement
in 1946, against imperialist British Raj. Such a glorious past, P & T
workers have.
The committed and dedicated rank & file under the guidance of illustrious
leaders of the past and present have earned a niche in the temple of fame for
which, no doubt, we know you are the true inheritors.
The unifying influence of the majestic organization is instrumental to which is
fraught with infinite possibilities of progress for future generation.
The NFPE therefore welcomes all of you to be a part of this organization and
enrich and strengthen its great works so that you do not swerve from the
pursuit of welfare and you do not swerve from the pursuit of knowledge and
vigor.
In present age of globalization, when
the interest of Govt. sectors are under severe threat of privatization, when
the interests of working class are being denied of, this is the fundamental
duty of an employees to be a member of an organization which will act for the
Department as well as its employees and build up larger unity of workers /
employees of other section.

Good News for Newly appointment All PA under West Bengal circle for the year 2011-2012
CIRCLE OFFICE HAS ISSUED FRESH
ORDER FOR APPOINTMENT OF ALL P.A.s
FOR THE 2011-12 BATCH
After continuous persuasion and relentless efforts of our
Circle Union, Circle Office has issued a speaking order today morning to issue appointment
order for all P.A.s of 2011-12 batch, irrespective of completion of PVR or not.
For candidates with completed PVR, there will be in-house training immediately,
while for those still not having PVR, they will be offered conditional
appointment after submitting 2 character certificates countersigned by 1st
class Magistrate.
Our Divl Secretaries are requested to immediately contact all candidates to help them get prepared (especially in obtaining character certificates if PVR is not there), and Divl/Unit Heads for immediate implementation of the order.

Cadre against the vacancies of 2011-12
under Direct Recruitment .
In connection with the above and in supersession of the orders issued
under this office letter of even no. dated 20-05-2014 & 10-06-2014 , the
following orders of the Chief Postmaster General , W.B. are issued to have effect keeping in views
the Dte’s clarification contained in communication No. 60-9/2010-SPB-I dated
30-12-2010 that it is for the Circle to decide how best the candidates can be
utilized till they under go training at PTC.
1. As being done in other Circles the newly selected candidates in PA /
SA cadre whose PVR is complete will be given in house training and after that
they should be appointed to work at back
offices/ non sensitive posts. When seats will be allotted they may be sent to
PTC for induction training .
2. The Selected candidates in
merit list whose PVR is not complete may
be issued provisional appointment letter
to work at back offices / non sensitive posts subject to out come of
PVR provided that they have furnished
two (2) character certificates from two different Gezetted Officers duly
countersigned by the 1st class Magistrate. They should also furnish
an undertaking that if any adverse
remark is found in the PVR subsequently their services will be terminated forth
with .

3. From the date of joining i.e. from the date of In house
training the candidates will be entitled
to get regular pay and allowances in the
pay band . No question of stipend / allowance arise .
