TEMPORARY  STAY  ON  ISSUE  OF  OFFER/LETTER  OF  APPOINTMENT  OR  TRAINING  ORDER  FOR  THE  SUCCESSFUL  CANDIDATES  OF  2014  IN  P.A./ PA(SBCO)/ PA CO CADRE 

     An order has been released by Postal Directorate, New Delhi, to hold in abeyance issuing appointment/offer letter to the successful candidates of P.A. cadre for the year 2014. At the sane time, no new training order will be issued for the candidates whose all verifications are completed.
The order says :
   1. Issuing letter/offer of appointment should be held in abeyance for those cases where such letter has not already been issued.
    2.  In the cases where pre-appointment formalities are complete but training order has not yet been issued, no training order will be issued now.
    3. In the cases where pre-appointment formalities (verification etc.) are still under process, will continue.

PLEASE  NOTE  FROM  THE  ORDER  THAT ----
·                     There is no cancellation of panel etc. The order says 'be held in abeyance till further order' , which clearly reflects that there is no finality in this decision. So no worries. 
·                     The order will not affect the candidates who have joined either in service after training or presently started training. Only no fresh appointment or training order will be issued.
·                     The department will continue pre-appointment formalities like document verification, Police verification etc., which confirms the panel. So no worries again.
THE  SITUATION  IS ----

·                     Candidates who could not start training are panicked and anxious. There are disappointments, so many rumours are in the air, which are spread by some corners with ill-intentions.
·                     In one division, report has come that though the training was started before arrival of such order, candidates are relieved. At other places, there are similar apprehensions. 
·                     There is uncertainty of removal of this stay.
OUR  TAKE,  ACTION  AND  ADVICE  ON  THE SITUATION ---- 

·                     Please do not panic. There are several floating news of complaints, court cases, stay orders by court etc. which all are unconfirmed at this stage. 
·                     The Circle Union is demanding immediate removal of this stay and will meet Circle Administration tomorrow. Letter will also be issued. Discontinuation of training which already started is completely irregular as the Directorate order does not say so. It is a result of misinterpretation of the order and Circle Union will demand to resume it tomorrow.
·                     As the order is issued from New Delhi, approaching West Bengal Circle Administration is not sufficient. We have already e-mailed our General Secretary, Central Headquarters of Group-C Union and Secretary General, Federation Headquarters (NFPE). The text of the mail is reproduced below ---

Dear Comrade,
                       Surely this is already under your notice that the Postal Directorate, through a whimsical order dated 27.04.2015, has instructed a halt on the process of appointment and joining after training of the new outsider P.A.s who have qualified against the vacancies for the year 2013-14.
        This has come like a bolt to the candidates waiting happily for a secured future. Almost of them are under different advanced stages of recruitment. They and their family members have found themselves in severe anxiety due to this sudden order. We are gravely concerned as this unscrupulous order is affecting the innocent candidates at large. Please take up the matter with appropriate level of Directorate at the earliest so that the joining of innocent candidates is not delayed and the issue is clinched in no time.

·                     With the results and information from Circle Office and our Central Headquarters, the Circle Secretary will arrange a meeting with the candidates and the divisional secretaries very shortly.
    All candidates are requested not to panic or get frustrated. The Circle Union and the entire staff-members of NFPE, the largest and mightiest organisation of this department, is with them with full strength and support. All steps as required will be taken to protect the interest of our would-be colleagues.   




STAY  ON  NEW  P.A. / PASBCO/ PACO APPOINTMENT/TRAINING : UPDATE OF SITUATION 
   Circle Secretary Com. Janardan Majumder has pursued the matter today with officers of Circle Office. Our first priority was to continue the training started in different divisions before arrival of the halting order. It was reported that at some divisions training was about to be stopped due to misinterpretation of the order.
   
   The Circle Administration has agreed to our observation and agreed that the order has not directed to halt training already started. A clarification is being issued accordingly. The training will therefore continue uninterrupted.
      
     As the order has been issued from Directorate, our Circle Office has limitations. All India Union has been requested to pursue to resolve it. All Divl Secretaries and candidates are requested to please keep their calm and watch over the situation carefully. Divl Secretaries are requested to inform Circle Union whenever any development is noticed in their units.

Postal bank set to become a reality, says Rajan

The country will see many new banks in the coming years, including a postal bank promoted by the postal department, Reserve Bank of India (RBI) governor Raghuram Rajan said on Thursday.

Speaking on the occasion of commemorating 80 years of the central bank, the governor said, “In the coming year, we will have many new players in the banking eco-system, such as payments banks, small finance banks and possibly a postal bank competing with existing universal banks, regional rural banks, cooperative banks, and a variety of non-bank finance companies.”

The department of posts has already applied for a payments bank licence after RBI initiated the licensing process last year. Payments banks are niche banks which will be allowed to function with several restrictions; they will not be allowed to lend and will have a cap on the deposit it can take from an individual. A postal bank, if it gets a licence from RBI, will be a universal bank.

A task force under T S R Subramanian for suggesting ways to leverage the post office network has recommended that the government set up a holding company under the department of posts for immediate roll-out of banking, insurance and e-commerce services through India’s 155,000 post offices. The task force had submitted its recommendation last December.

Rajan also said the central bank has successfully developed a liquid government bond market, which gave the government the confidence to think of issuing 40-year bonds. “The rupee is truly becoming international, as foreign institutions queue up to issue rupee-denominated bonds. New products supported by RBI, such as the recently introduced interest rate futures contract, are doing roaring business on exchanges,” he said.

The former chief economist of the International Monetary Fund (IMF), however, also said the task of the central bank is far from over, particularly so far as infrastructure financing is concerned. He also reminded that banks already have too much exposure to infrastructure while big corporate infrastructure players have also taken too much debt.

“Going forward, we need to develop new sources of risk capital so that our infrastructure needs can be financed with a moderate amount of debt, even as we help the system deleverage,” he said.

In his speech as the chief guest at the function, Prime Minister Narendra Modi highlighted the need to extend finance to the poor.

Modi urged RBI to take the lead in encouraging financial institutions to set concrete targets for financial inclusion over the next 20 years, to help transform the quality of life of the poor.

“I come as a representative of the poor, underprivileged, marginalised and tribals; I am one among them; I seek on their behalf and trust you will not disappoint me,” Modi said.

The Prime Minister also downplayed any tension between the central bank and the government over several recent proposals, including shifting of the debt management function from RBI to an independent agency.

Modi said the governor meets him once in two months and he found Rajan’s presentations simple and easy to understand.

“What this means is that maybe government and RBI’s thoughts are similar and this is possible because of that. I believe that this is very necessary and I as a representative of the government express my satisfaction on this issue,” Modi said. Modi said along with economic and social parameters, there is a need to think of a geographical parameter as well for financial inclusion. He said eastern India had immense economic potential, and the banking sector should recognise and plan for this.

The Prime Minister said the success of the Pradhan Mantri Jan Dhan Yojana and the Direct Benefit Transfer of LPG subsidy, had shown the potential of the enormous role that the banking sector can play in ensuring financial inclusion.
