 Workshop of SBCO – Grand Success beyond expectation
 
We are happy to mention that the workshop of All India Postal SBCO Employees Association under the banner of NFPE, West Bengal Circle held on 23/11/2018 at Tarapada Memorial Hall had been achieved a grand success. Comrade Annwesha Biswas, Circle Secretary, AIPEU, Gr.- C, West Bengal Circle inaugurated the Workshop. Comrade Arindam Chakraborty, President, AIPSBCOEA, West Bengal Circle presided over the workshop & General Body meeting. Com. Annwesha Biswas nicely described present attack of the Government on Postal Department including SBCO. More than 50 members/comrades from all over West Bengal participated in the Workshop and took part actively.

A team was formed to organize the workshop. Com. Saikat Chowdhury, PA/SBCO, Howrah HO, Com. Nikhilesh Podder, PA/SBCO, Barasat HO, Com. Shubhamoy Majumder, PA/SBCO, Barabazar HO, Com. Swagatam Chakraborty, PA/SBCO, Nabadwip HO, Com. Rajat Sarkar, PA/SBCO, Nabadwip HO, nicely placed CBS (Finacle Software)/CSI (SAP Module) presentation with Microsoft power point presentation. All our comrades were very much enriched by this workshop. They not only took oath to serve our department including SBCO but also to increase the membership of our organization.

On second half General Body meeting held as per agenda. Main agenda was “stop attack of department on SBCO employees in the name of so called subsidiary offender” – it was discussed in house and a unanimously decision has been taken to form a “Defense/ Court Case Committee”. This committee will take decision, whether the case is to be filed at CAT / Higher Court. And court case fund will be made for this defense/court case committee in this regards. All general members will contribute Rs- 500/- and all CWC members will contribute Rs- 1000/- for this generous purpose. This fund will be utilized to stand only for innocent SBCO employees who had vindictively been charge sheeted by the administration as a subsidiary offender (Rule-14/Rule-16).

Success of this workshop was such that we cannot laugh at those people who have practically no work but to malign our organization. Actually, we can feel their helplessness when day by day members are leaving their organization and joining our association. However, our main task is to save our department and also to protect the interest of our employee particularly SBCO staffs.

Sub: Rotational Transfer of SBCO official as per New Guidelines.

Sir,
            As per guide lines issued by the Department vide no. as referred above, the tenure of SBCO officials has also been declared as three years instead of 4(four) years which is in existence now . The station tenure is also declared as 6 years.
            In this connection we would like to bring some facts to your kind notice for sympathetic consideration.
            SBCO was formed bifurcating from the P&T audit purely on Administrative convenience and setup at each Head Post Office. The LDC and UDC working pattern had also been modified all along these years and both are merged and formed as PA(SBCO).
            Till then, SBCO is considered as a unique one and right from the recruitment it has separate identity.
            SBCO is working as such at par with other cadre like Postal Asst (CO), DAP, P&T audit etc., and doing audit work in the present setup.
            While the officials in Circle office, DAP and P&T audit have no transfer to other office unless they are willing or they are promoted, Postal Assistants are liable to be transferred within the same Postal Division whether it forms within a city or not. SBCO officials are liable to be transferred to other HOs once in 4 years and therefore separate guidelines are applicable to SBCO. The promotional avenues for the Postal Assistant cadre is also more. This shows no parity among the cadres.
            It is noteworthy here that the Pay and allowances are same to Postal Assistant (SBCO) like Postal Assistant (PO) Postal Assistant (CO). But SBCO officials are transferred to other HOs in the Division cluster. This involves more expenditure maintaining two establishments living away from family and also not remain in a position to lookup the family being head of family. Sacrificing all these things, the SBCO officials are rendering their best services to the Department and a good custodian of Public money. As such it is strongly felt that treating SBCO cadre at par with other PA cadre is not acceptable.
            It is therefore requested to kindly treat the SBCO cadre as a separate cadre and should be given audit status and SBCO officials should be treated at par with DAP & P&T Audit officials and liability of 3 years tenure transfer should not be imposed on them.

The Postal Joint Council of Action ( NFPE & FNPO ) meeting  was held at NFPE Office, New Delhi on 16.05.2018, after thread bare discussions has resolved to submit the details of pending issues to The Secretary, Department of Post for immediate settlement.

BE AWARE ABOUT FALSE PROBAGUNDA BY AISBCEU



Dear Comrades & Colleagues, 
I think you all know that our rival union is propagating that our SBCO association under the banner of NFPE  'is  no more'.  This is unscrupulous, unethical  and suppression of facts. In this way that organisation not only diluted their position but also defamed our members. Actually it is again proved that one organisation having vested interests only can do any thing. 
Can you set up an example where our rival organisation tried for betterment of postal department as well as postal employees including SBCO staff ? In all recent Movements, Strikes against privatisation of Postal Services, attack on SBCO, for better pay commission etc this union not only took inactive stand but also misled their members, even betrayed the entire movement. As a consequence, their membership has abruptly been decreasing while we are increasing at the same rate. This is the main reason of their personal  grudge against our association. Since our birth in 2008 they have filed  six cases in deffirent court spending huge money ( six - seven laks ) only to finish our association. Just think, can it be a  task of a service union ? However in the year 2010, department consequent upon Hon'ble HC Madras judgement granted us recgonisation. 
Very recent in response to a suit filed again by our rival union, Hon'ble HC of Calcutta has issued exparte judgement in their favour in absence of Advocates of the respondents ( ie our Advocate and Advocate of department ) .We have already filed a review petition at High Court Calcutta. This will be disposed of shortly and we have no doubt that present recent inabence order will be cancelled. 

So, Case is subjudice.Please, don't believe in rumourms of some fake elements. NFPE as a whole is taking care of this case.
