33 LAKHS CENTRAL GOVERNMENT EMPLOYEES WILL PARTICIPATE

A massive parliament march and rally of about 20000 Central Government Employees was held at Jantar Mantar, New Delhi on 24th June 2016. The rally was organized by National Joint Council of Action (NJCA) of Central Government Employees comprising Railways, Defence, Confederation and Postal organizations demanding modification in the recommendations of 7th Central Pay Commissions including minimum wage and fitment formula. Other demands are scrapping of New Contributory Pension Scheme, No FDI in Railways and Defence, Grant of Civil Servant status to Gramin Dak Sevaks, filling up of vacancies, enhancement of bonus ceiling, No outsourcing, downsizing, contractorisation and corporatisation etc.

The NJCA had already given strike notice to Government on 9th June 2016. The Modi Government is not ready for a negotiated settlement with the staff side. The rally called upon the entirely of Central Government employees to intensify the campaign and preparations and make the strike a total success.

The rally was presided by Shri. N. Raghavaiah (General Secretary, NFIR & Chairman NJCA), Coms. Shiv Gopal Mishra (General Secretary AIRF & Convenor NJCA), Sreekumar (Secretary General AIDEF) M. Krishnan (Secretary General, Confederation) R. N. Parashar (Secretary General, NFPE) Guman Singh (President, NFIR), Rakal Das Gupta (President, AIRF) K. K. N. Kutty (President, Confederation) B. C. Sharma (NFIR) S. K. Tyagi (AIRF), Mrs. Champa and Mrs. Gita Pandey addressed the rally

About 33 lakhs Central Government Employees will participate in the strike. 40 lakhs Central Government Pensioners have declared their solidarity with the strike. Central Trade Unions had also extended their full support. State Government Employees Federations have cautioned the Central Government that they will also be compelled to join the strike if Government refuse to settle the demands relating to 7th CPC recommendations as majority of the state Governments are implementing the Central pay parity to their employees also.

Subject : Further steps to be taken to prevent frauds in CBS Offices

1. It was requested earlier that all SBCO staff should be given training at WCTCs by User Champions for End User/Supervisor Module before SBCO training by Infosys. Please ensure that all SBCO staff has been trained by User Champions as well as Infosys. A certificate of completion of training should be obtained from all SBCO staff and kept in their service book.

2. Divisional Heads should ensure that SBCO staff is comparing LOT generated through MIS server with the vouchers received from SO/HO. Wherever, there is shortage of staff in SBCO, necessary help should be provided from Post Office staff to SBCO (spared from SBSO branch) to complete voucher checking.

3. Any objection received from SBCO by Divisional Head or Vigilance Branch of RO/CO should be investigated promptly.

4. Transfer of account from one CBS PO to another CBS PO should be carried out at HO only. If any application for transfer is submitted at any CBS SO, that SO has to verify genuineness of the customer by taking fresh KYC documents (if required). Application should entered in a register to be maintained in manuscript and forward with KYC documents to its HO for transfer of account. In HO, one designated PA should transfer the account and Supervisor has to verify the same. After transfer, Application of transfer and KYC documents should be returned to SO duly entered in SO slip. SO should make entry in the register and maintain separate Guard File for keeping such applications.

5. All visiting/ inspecting officers should check this register and guard file at SO.

6. No SO should transfer any account from one scheme to another. Any such request should also be sent to HO along with documents and recommendations by SO. This activity should be done only by Supervisor at HO and verify by another Supervisor at HO. All such requests should be entered in a register HO and kept in n separate guard file. This should also be checked and verified by inspecting / visiting officers.

7. SBCO staff should sing in each and every voucher after tallying with LOT generated through the system in token of having checked TRAN ID, Account number and Amount.

8. SBCO should also see the value date printed in LOT and if any value date of more than 3days of the LOT date is used, objection should be raised if no error book entry of approval of competent authority is not attached with the voucher.

9. Postmaster of HPO shall designate one PA who will generate LOT of Office accounts of Single/ Double handed SOs and see if any transaction of more than Rs.25,000/- is shown in these LOTs. Customer Account details of such transactions should be generated from HACLI Menu and sent to PRI(P) / Inspection Post / ASP(Post) for verification.

10. All CBS Post Offices should be instructed that BO transactions should not be entered if BO Bag is received after 3.30 PM. These transaction should entered on the next day

11. All CBS Post Offices should be directed to complete their transactions maximum by 5 PM and no new transactions should be entered after 5 PM. All supervisors should verify transactions regularly without delay so that EOD can be started by 5 PM.

12. All Supervisors should tally teller account with each counter PA with Treasurer’s Cash book and ensure that teller account has become 0 before start of EOD.

13. Teller Cash Account of each Single/ Double handed SO should be checked at HO by a designated PA to ensure that balance has been made as 0.

14. SOs should not lodge cheques in Finacle. Cheques received from New Investment and subsequent deposit should be sent to HO by preparing manual list. HO should lodge cheques presented at SOs for new investment against clearing office account of SO and for subsequent deposits in its own clearing account. SOs should check their New Investment Clearing Office account daily to see clearance received at HO and open accounts with value date as clearing date and fund the account.

15. Activities of security pledge or release in case of TD or NSC or KVP should also be carried out at HOs only. In case such request is submitted at SO, SO can verify the facts and recommend security pledge or release on the application and send to HO. At HO, a designated Supervisor will use HAFSM menu and execute the request. Another Supervisor or Postmaster has to verify the same. Application should be returned to SOs which will do necessary entries on the original certificates and keep requests in a separate guard file.

Over 3.2 mn central govt employees to go on strike from 11 July
Protest over 'retrograde' and 'negative' recommendations of seventh pay commission

More than 3.2 million employees of the central government would go on indefinite strike beginning 11 July protesting what they call “retrograde and negative” recommendations of the seventh central pay commission.
National Federation of Indian Railwaymen (NFIR) General Secretary M Raghavaiah -- who is also the Chairman of the National Joint Council for Action for all central government employees – said the government’s response to the charter of demands submitted by the trade unions in December 2015 was disappointing and casual.

“Consequently, the organizations of the central government employees – Railways, Defence, Postal, Income Tax, Central Customs & Excise etc – whose number is over 32 lakh, have taken unanimous decision on 3 June 2016 to go on indefinite strike from 11 July 2016,” NFIR said in a statement.

The rail trade union and its affiliate organizations, which represent more than 90 per cent of the railways 1.3 million workers, have also decided to serve strike notice on the General Managers of various railway zones and production units on 9 June in support of the charter of demands.

NFIR was compelled to decide to serve the strike notice, even as it was keen for a negotiated settlement, due to the “procrastination of matters” by the government, NFIR Press Secretary Somnath malik said. He added the pay panel’s recommendations are required to be modified through settlement with employees’ federations in order to maintain industrial relations.

The trade unions’ demands include rejecting all the “retrograde” recommendations of the seventh pay commission; improving minimum wage to Rs 26,000; scrapping the New Pension Scheme; Scrap the recommendations of the Bibek Debroy committee for modernization of Indian Railways; recalling the Foreign Direct Investment (FDI) notification of issued in August 2014 in construction, operation and maintenance of railways.

The unions have also demanded the government should scrap all agreements entered into with foreign companies as well as national companies which are detrimental to the interests of railways; scrap the “anti-worker” amendments made in the labour laws; and ensure pay parity in pay structure and promotional scope for all workers in the central ministries.

Respected Sir,

            I would like to convey my sincere thanks to the Department of Posts for issuing orders of Cadre Restructuring for PA Cadre in Department of Posts vide No.25-04/2012-PE- dated 27th May, 2016.

            In this connection I would like to draw your kind attention towards the agreement signed  between Postal Administration and Staff Side consisting NFPE and FNPO  under which it was assured  that the same will  be implemented  for all cadres in Department of Posts that i.e. RMS, R-III & R-IV, Mailguard, Mail Men, MMS, Postman, PA CO , PA SBCO , Postal Accounts  and Postmaster Cadre.

            But it is surprising that this has been implemented for Postal Assistant Cadre only in isolation which has created resentment and agitation in the minds of other sections of Department of Posts.

            It is therefore  requested  to kindly bestow your personal attention in this  matter  and  cause appropriate action  to get the  Cadre Restructuring  proposal implemented in all other Cadres  of the Department of Posts  as mentioned  above  as early as possible.

            An early action is highly solicited.

CABINET APPROVES INDIA POST PAYMENTS BANK PROPOSAL


            Govt will set up 650 branches of the Postal Payments Bank by September 2017, says Ravi Shankar Prasad

            New Delhi: The government on Wednesday cleared a proposal to set up the India Post payments bank with a corpus of Rs.800 crore and has plans to have 650 branches operational by September 2017, telecom minister Ravi Shankar Prasad said.

            “The Cabinet has cleared proposal of postal payments bank. We have 1.54 lakh post offices of which 1.39 lakh are rural post offices. 650 branches of postal payments bank will be established in the country which will be linked to rural post offices,” Prasad said.

            The minister said the payments bank, which will be run by a chief executive officer, will be professionally managed and there will be a representation from various other government departments including the Department of Posts, Department of Expenditure, Department of Economic Services etc.

            “Total architecture of postal payments bank is of Rs 800 crore which will have Rs 400 crore equity and Rs 400 crore grant. By September 2017, all 650 branches of postal payments bank will become operational. This we had planned for three years but now we will be doing it in a year,” Prasad said.

            He said that all rural post offices will be given handheld devices by March 2017. “We are reinforcing it further. I have had discussion with my officers to give iPad and smartphones to postmen in urban post offices,” Prasad said. At present, there are 22,137 post offices with core banking facility compared to State Bank of India’s 1,666 branches.
